USB Video device permissions need changing before motion can connect 
  Question 
When I restart, or plug in my USB webcam, a new /dev/video file is produced. I always have to chmod 666 to allow motion to get access to the webcam. Once the file permissions are set, it all works.
Is there a way of allowing motion access the webcam without having to manually change video file permissions?
I don't know a lot about Linux so I hope this is a reasonable question.
