motion detects a "motion" every time it is started

Question

This is my first time using Motion and I am having a interesting issue. Every time I start Motion either one or both of my cameras will register a motion. I have set the switch "locate_motion_mode on" so I could see what is triggering the motion. The video will show a box drawn around near third of the picture, but I see no motion. After this first false trigger motion seems to be working fine.

I initial installed 3.2.12 but added a patch due a problem I was having with rtsp and a Foscam C1 camera. I did not see the problem prior to the patch installation, but at that time I was more concerned on getting the Foscam camera operational.
