Feature Request: Streaming intervals and sub-second timelapse

Description

I've never contributed to an open source project before and would like to add to this one. I've added a feature that allows you to stream less than 1 fps. In other words you can set a time limit between frames for streaming. You can see a demo here, it only updates once every 10 seconds. http://www.waterflea.com/webcam/

I'd like to add others too like allowing timelapse to capture in sub-second intervals.

How do I go about getting these new features added?

You submit a patch on the MotionPatches page.

Then we evaluate if it is a desired feature, and properly coded and implemented (not breaking other features). If not accepted the patch remains available to those that wish to use it. Your demo link is not working.
